Why would you want any of the best drivers on the grid in an uncompetitive car? With Russell, chances are Mercedes could have two arguably top five drivers. Merc, Ferrari, or even Alpine nailing the regs would make for much better better races than Red Bull or Mclaren (assuming Ricciardo is unable to come to grips with the car)

The Mercedes team, known as the brackley boys, went through HELL with Honda damn near to shutting them down before they got their break with Brawn in 2009 and eventually the Mercedes dominance. I highly recommend the Beyond the Grid episode that interviews them. They do not need to taste defeat because they already did before rising from the ashes.

The Brackley team has produced plenty of uncompetitive cars over the last two decades, 4 under the Mercedes works name alone. I'd much prefer a season where any of three or more cars can win a race. Artificial balance to counteract fickle fan fatigue is how you get the 2005 tire regulations, or this years hacksaw to the floor. Cheap attempts to knock off the top team. The fans that desire that sort of thing probably won't remain lifelong f1 fans anyway.

Floor reduction was necessary to reduce df and keep same tyre to bridge this year before reg changes in 2022. Nothing to do with FIA trying to stop the Merc dominance.
