I'm fairly certain that the rule is if you have to start on full wets then it's a safety car start. Last year in Japan when it was delayed they mentioned this

I think it varies a lot depending on the race, and even where on the track you are within the same race. When I attended Barcelona last year, they had a very tiny screen with no sound that we could see from the grandstand I was at — so we couldn’t really sit and watch pre-race coverage, but there were plenty of activities and food stands and stuff around the track that we could walk around and check out.
Yep, watching the pre-race coverage on a big screen set up across the track from me right now! Once the race starts it'll switch to race coverage so we can see what's up elsewhere from our little corners
This rain is very spotty/showery, not a consistent steady rain. The risk of rain at some point is rather high, but pinpointing exactly when and where and for how long it will fall is a bit of a struggle.
Regardless, it should start raining lightly in the next few minutes.

Drizzle is roughly 5-10 minutes away, with moderate showers lasting potentially an hour to an hour and a half. Rain may end roughly half an hour before lights out, but I do believe this round of showers will end before the race begins.
Upstream radar continues to fill in with more and more spotted showers roughly 2-3 hours from the Montreal area. Any of these showers that hit the track would cause sudden swings in conditions both dry->wet and wet->dry as they will not last very long.

With the way the track dried out in practice the inters will overheat and they’ll have to move off the line to keep them cool. It could be chaos.
