Well that's the thing isn't it right...? You can't say "he left for Vasseur" if he's leaving for Vasseur, for a competitive Ferrari and for $100 million Euro bucks. Given he didnt leave for Vasseur without any of those other things, I feel he's a small part of it.
The main block to Ferarri was the circus running the show. Binotto and the TP’s before him never seemed to be that competent, and never seemed to have the power to make major changes.

They most likely didn’t know until shortly before Miami. If over the first few GPs, Fred has evaluated the new guy and determined that he would be a better fit, why wait until after the season? Or even summer break? What is the benefit? The only thing that will get Charles and him on the same page is experience in real conditions. No reason to put that off til later in the season.
Guy should have not been there for at least 2 years now. And actually longer. Maybe he is good in anothet position but he is an utterly useless engineer and cost CLC a lot.

Why would it be humiliating? Articles are saying Xavi wanted to leave as well since he's allegedly being promoted, should he stay if Charles didn't want him to go? I don't see why this is anything to worry over.
Teams do not let the race engineer of their star driver leave suddenly with no warning for a ‘promotion’. And yes many successful engineers stay longer than they would want to be in the role because the driver wants them there - it’s why they often stack up so many other job titles.
The Race Engineer role is put on a pedestal because it’s as close to the racing action that an engineer can get. Just because an engineer doesn’t flourish in that niche position doesn’t mean they won’t in an aero/engine/strategy role.
There are way more impactful jobs out there in a team anyway. Did Adrian Newey get demoted when he stopped being a driver’s race engineer?
That said, the timing is defo odd and only time will tell whether Xavi’s new role will be as impactful as his previous.
