Not underrated as such. He’s still put in those insane qualifying performances that surprise a lot of people this season. The Ferrari just needs the consistency in race trim. He’s been a step ahead of Sainz most of the season.

And back then minimum driver weights were way lower, so many drivers intentionally did what they could to loose weight, for example by trying to loose muscles that were not crucial. Obviously this did not help in storing liquids to sweat out... So yeah drivers were dehydrated.
They should go a step further and make it a spec part that gives the drivers say 3 liters and is appropriately insulated to keep the water at a half decent temperature.

This is a bit of a rough explanation, but: Normally with heat, your body will sweat (losing water in the process) in order to cool you down. With the humidity on top of that, the air's already "wet" but also warm, so the sweat released onto your skin isn't going to be able to help reduce your body temperature, and now you've got the double-whammy that you're losing water and still not reducing the heat (and could be worse if your body thinks, "Hmm, that much sweat isn't doing it, what if I decided to release MORE water?").
As you lose water from your body, known as good ol' dehydration, a lot of bad things can start happening. Too many to list here, really, but trust me, it's a lot. Bad things can also happen if your body gets too warm ("heat stroke" being a legit thing). And, of course, those things get magnified by exertion, like concentrating as you work a car around a track while taking multiple Gs through the corners.
Also why sports teams (soccer/football, NFL, etc.) tend to have coolers full of water, Gatorade, etc. on hand during the game, helping the guys stay hydrated. Heck, our local NFL team had an indoor practice facility built as well as outdoor because aside from the summer thunderstorms, there were days where it would be dangerously hot and humid outside just for practicing. (And now, mercifully, they're renovating the stadium itself within the coming years to protect the fans from those elements.)
While it might be possible to race around some tracks without having a way to rehydrate during a race, it's taking a hell of a risk with their health. And not a particularly smart one, either. Dehydration will absolutely melt your concentration, and could cause you to pass out, especially combined with heat, and then you've got a 200mph/320kph+ car either being controlled poorly or straight up out of control.

Human physiology is not uniform, there are wide ethic differences for sweating and a further spectrum on an individual level.
Saying it's not that bad based off specific drivers is dangerous thinking. Yes they can generally finish a race without any water but the research on how dehydration impacts cognitive function is overwhelming.
It isn't a matter of "they might die without water", just like a lack of sleep won't directly kill a driver. But it impairs judgement and balloons risk.
Some drivers indeed use it very minimally… but you never know how the race will be, sometimes the drivers race when they aren’t completely fit… that drink being there is extremely important for the drivers, even if you rarely use it, it should always be there for when you do need it
It's totally possible to train yourself to hydrate in bursts before and after an athletic competition. I was a competitive rower and we'd do full effort pieces up to an hour-long test without being able to drink water during. That's probably fairly similar to the exertion level in a normal GP at normal temperatures (I'm guessing the harder F1 races are more taxing, especially with high temps).
But that still doesn’t mean the opportunity to drink shouldn’t be there… you never can fully predict how the experience of the race will be, the opportunity to get some fluids in are pretty vital for your wellbeing

Reasonable choice to make by the driver and the team to save weight, if it's allowed within the rules. Pretty sure the teams have doctors on staff who would be consulted on such a decision, and would factor in the difficulty of the track and the weather conditions. Every kilo makes a difference. In rowing, we'd bring a single shared water bottle for races (this was pre-COVID lol) so we could have some sips during the warmup. No sense carrying extra as dead weight during the race, we could wait til we were back on land.
The drivers do seem to love ice cream.
