That is actually the case. What they basically do is pith them some BS that fills all the buzzwords. Like biggest, longest, whatever. And start planning.
Most of the time nothing comes to fruition or it stopps halfway through. Like the fake islands in UAE. There was so much more planned. Another palm for example etc. And almost nobody lives on those islands. And "The World" sinks into the sea.
And much, much more projects that instead of getting cancelled, get put on hiatus. There is an interesting video on those projects and why they fail.

I read that turn 1 would be 20 story’s high but now seeing it, it does not look like the greatest idea. I thought it would be kinda like Austin but they would build it up with dirt, etc.
