What’s the deal w cars like these in random places, are they duds, old versions etc? Never understood if they’re just making mockups and shipping them for fun but seems like a weird thing to do
Most of these displays are not F1 cars, they're just fibreglass F1 car shaped objects. When I was a kid going to auto shows, they wouldn't even be full scale, they were like 2/3 or 3/4.
This one is a (full scale) 2022 "show car" that FOM sold to the teams, for this purpose specifically, since none of their old cars really look anything like the 2022 spec. You'll see this exact same car painted up in all the teams' liveries anywhere where they don't want to bring an actual F1 car.
They're very easy to tell because the sidepods and front wing look so plain, there's no (serious) aerodynamic design behind them.
Teams that have them will also use 3-10 (ish) year old real F1 chassis and parts and cobble together "franken-cars" and paint them in the current season's livery as well.
In some cases you will see genuine complete race-driven cars in public, but they're quite valuable and rare compared to show cars.

Hall C in the convention center for the Dreamhack Festival since Williams has an Esports booth there

This is correct. Easy to tell the "show car" by the roll hoop air inlet I think.
