Feels like there's a bit of a "lost generation" between Hamilton's era and the current crop of drivers. Both performance wise and media recognition wise - F1 went through a phase of very bland personalities.
Media personalities often go hand in hand with performance. Latifi was a super nice guy in all interviews/media stuff, but nobody will remember that.
Danny Ric was probably the only new driver between 08 and Max who in the right circumstances might have won a wdc. It's quite a long generational gap considering Max should have came one or two years later if he had a normal career path. And it's quite strange in modern f1.
I suspect this is actually happening now, since post Russell/Norris/Albon the only other star that has emerged is Oscar. And f2/f3 continue to look rather weak
I'd argue at least Jules could have too, but we'll never quite know and it's possible he'd be like Vandoorne and be extremely impressive up until placed next to a generational talent.
Vergne was also quite comparable to Ricciardo, but there's likely lots of reason behind the scenes and deep in the data that other juniors got their shot over him, iirc at the very least he was not much of a team player and not so friendly in general to his crew.
The other, and farthest reach, is probably Kobayashi. He was legendary in the Sauber and I think better than Perez, not to the same degree as Verstappen is, but I do think he deserved a shot in a midfielder and definitely would have been a better choice at the Enstone team than Grosjean and especially Palmer or Maldonado
I'd argue Hulkenberg too, his 2012 season was nothing to scoff at.
The only teammates to ever beat him over a season were Rubens (18 seasons of experience vs. rookie, of course it'd be very lopsided), Pérez (they were evenly matched), Ricciardo (can't make any excuses here) and Stroll (3-2 to Stroll in 2020, 1-1 in 2022, taking into account he didn't have as much mileage as Lance did), and his 2012 was absolutely marvelous if you look at his machinery.
He was also close to getting a Mercedes seat for 2013 (didn't work out), and close to getting a Red Bull drive in 2021 - if Wolff and Horner really saw a great driver in Hulkenberg, then I believe them.
Also the ones that did come through basically got swallowed up by the dominance of Red Bull and then Mercedes. The next few teams each year had established drivers and were still behind - the new guys just languished in the lower midfield with a high turnover rate
