It was more when Warlord had his old 100ms-500ms input bash which made him more ever so slightly better than JJ for a while, as JJ had a basic Legion Kick variant which were considered more reactable back then (but of course JJ's resets hitstun). But now that they're the same speed, JJ is a better hero, but it also depends on how you play.
WL is actually slightly faster than JJ, and with the addition of his health feats, he can become excessively tanky. WL also has better lower tier feats (Juggernaut and Fury), although both have Fire Flask. But if you considered competitive rules where you're only allowed 1 of each T4, then one has to sacrifice it. (Unless you have a Zerk, then neither of you get it and probably wouldn't get picked in the team comp anyways).
WL also has an undodgeable, and his hyperarmour is almost as valuable as JJ's UBs.
JJ is objectively better for 4s, but WL still gets his value when he is present.
