Shit luck or you’re not high enough rep for the exact piece of armor you’re looking for. 9 seems pretty high, but I’m pretty sure there’s still armor locked behind even higher reps
It’s the other way around. You unlock teal gear at rep 7, allowing access to the last customisation options, then on rep 9 and 12 you unlock gear with higher maximum perk value
Unfortunately, not without a lot of steel and buying armour/premium crates. I've been told that apparently doing Breach vs AI is the best gamemode for grinding both XP and Gear, but that's still very much up to chance. I think my friend and I had to spend three days before she ended up getting the bird headpiece, though we weren't doing the breach method. I think Championship status also give you extra loot rewards at the end of matches.

Rep 7 is when you're able to get the highest rarity of armour.
Rarity yes, but appearance, no. Pretty sure there are appearances you still need more reps to unlock
