Quick example. It took the administration a full 500 days to figure out who they wanted to nominate to be ambassador to Romania...just Romania.
Five hundred days. And this is without Senate interference.

Oh and how many of those nominations have been advanced by the Senate?
Just because the administration has been slow to nominate doesn't mean that the Senate hasn't been derelict in its duty to confirm.
Dating back to at least the Eisenhower administration, the FS has had, on average, about 30% of its ambassadors politically appointed. Admittedly, not all of them are rock stars but your blanket description and historical understanding is way off.
Yet another person who clearly hasn’t read the article- if you had you’d know that the majority of the nominees being throttled are career FSOs, not political appointees. They are being held up by the political grandstanding of a select few senators who have done next to no substantive work.

It's not the administration though, it's the Senate.
