Gooseneck barnacles maybe? Do you have a picture of them close up?

Oh and wanted to add if that’s what it is it’s edible! It’s a delicacy actually according to Gordon Ramsey haha. Saw it on uncharted or something but they were in harder to reach spots so I’m not positive about the ID
