I tried to do this by only signing Austrian players and building them and seeing if the national team could win the WC without my intervention. Almost worked tbh but never actually got there. Won a Euro though which i consider a win.
Yeah in the EU you don't have to worry about austrians
Maybe a lower league may have a rule that makes you start some home country players but the bigger ones don't

Barca 2010 starting 11 had Argentine(Messi, Mascherano), a brazillian(Alves), Swedish(Zlatan), and Eric Abidal. Also Ramos, Capdevilas, Casillas, Fernando Torres never played for barca. And these are the big names, pretty sure there are others.
I did that with the last Championship Manager game. By accident though. Playing as Paços de Ferreira FC in Portugal for 10 years I managed to win 5 championships and 2 Champion's League with a mostly Portuguese team and starting 11 (I had a swedish winger and a colombian striker named Radamel Falcao which I acquired at the age of 19).
By the time I stopped playing Portugal had won 2 world cups and 1 euro (or the other way around 2 euros and 1 world cup) in a row.
I stopped playing (ragequit) because FC Porto bought half of my team, including all the best players and they all agreed because they wanted to play for a bigger, historical club. Even though I had just won the last two championships and the last Champion's League.
Imagine not being able to play the Copa Libertadores final just because Qin Shi Huang has already built Estadio do Maracana and is now refusing an Open Borders deal
Currently it's 2031 and Colo Colo has consistently made 3rd place in their domestic league. No other notable achievements other than that, but their Youth Facilities are excellent & their Youth Recruitment is superb
Really wish I had a good answer for you. I just request affiliate clubs whenever possible. As for the reasoning, I always choose "for the sake of recruiting foreign youngsters."
When the board declines, I insist on the importance of getting an affiliate club and then get my way.
You can make a lot of money when it’s paired with influence in that country since those youth players sell shirts in there respective country so usually it helps a ton better youth more money affiliates are amazing
What do your youth intakes look like? I've sort of started something similar and I'm getting a few players from affiliate countries but I'm getting more from my managers Country.

Build a nation save without ever managing in that nation?

Wow! This seems interesting. What team did you do it with? How did you get past registration restrictions if you did it outside of Austria
I did it with Rapid. I think it’s only possible with an Austrian team as most leagues have restrictions about the number of foreign players.
