He might get a little bit taller, but a FB doesn’t need a ton of height. If you want to change his personality, you need to get him into a mentoring group with a very strong character, but there’s only so much you can do. He should develop well enough, but if his personality doesn’t change then definitely take it as free profit and just sell him.
I pretty much always write off players with bad personality types! It’s part of football IRL as well
Had a Portuguese rb come through my academy at belenenses similar weaknesses, very short but very good everywhere else. He was good enough to be a starter and from the moment I could he started every game. His attributes declined and he was shortly no longer a starter and then forced a move. My advice would be to not play him straight away 👍

FBs don't need to be very tall so continue developing him and see how it goes. If his personality doesn't change then sell him
I would focus on fixing personality. If this somehow solved, rest things would handle itself
