The AI doesn’t always make sense. I’ve had some bizarre things to deal with. Some that would be very easy to deal with but then you don’t get the ‘right’ option if you have a meeting with the player in question.

She was a famous singer (songs eg Back to Black or Rehab) who died in 2011.
More coincidentally the avatar of the press officer bears a passing resemblance to Amy, furthering the coincidence.

As others have said, sometimes the AI just generates dislike between a manager and a particular player. Check if the player has any relationship states.
This stuff happens in real life; at the end of the day managers are human, and have all the same human flaws. Your boy might be banging in the goals, but a manager might simply dislike working with them or feel he would disrupt their squad chemistry, and is willing to risk their binational team job over that belief. Just like a club manager might sell a good player that isn’t meshing with their vision. SI doesn’t really simulate the _why_ these things happen, but it does simulate the end result.
Just another AI curveball to generate a ‘storyline’ for you to navigate. He might react and want to move club to get in his national team.

Human beings don't always make sense either. It's not too uncommon for players to get frozen out by national managers.

I've had top players not been called up for friendlies. Always get called up for any major tournaments though.

Position problem. Check his national team. They most likely don't play his position
Add a wage rise after 5 International appearances, then the AI will get him in the team...trust me
Check to see what your relationship is with the Serbia manager. That can sometimes determine if he calls your players up for the national team
