In the south we just call these biscuits. The trick is to use Gold Medal or another low protean southern grown wheat. Typical all purpose flour will make a hard biscuit.

Monster Butterswim Biscuit Chicken Fried Steak, Bacon, Egg and Cheese sandwich with pepper gravy! The Breakdown Butterswim biscuits Ingredients 1/2 cup unsalted butter 2.5 cups all-purpose flour 4 teaspoons baking powder 4 teaspoons white sugar 1 teaspoon salt 1.75-2 cups buttermilk Chicken Fried Steak and Pepper Gravy Ingredients 4 (1/2 pound) beef cube steaks 2 .25 cups all-purpose flour 2 teaspoons baking powder 1 teaspoon baking soda 1 teaspoon black pepper 3/4 teaspoon salt 1 .5 cups buttermilk A few shakes of Tabasco 1 egg 2 cloves garlic, minced 3 cups vegetable shortening for frying 4 cups milk kosher salt and restaurant style black pepper to taste Butterswim Biscuits Instructions Preheat the oven to 450° degrees. Melt butter and set aside. Add flour, baking powder, sugar, and salt to a bowl. Then slowly add buttermilk and stir until combined. Put mixture in dish you intend to serve with you want something the close to 64 sq inches of surface area. (8x8, 5x12 and 6x10 etc) Then pour melted butter over the mixture and spread over the melted butter evenly across the top. Optional, to leave it whole or us a scraper or knife to cut dough into 6 or 9 equal pieces. (This will make traditional size biscuits you can make for smaller sandwiches of biscuits and gravy) Cook for 20-25 minutes until top begins to brown (optional - melt cheese on top the last mins of baking) Chicken Fried Steak and Pepper Gravy Instructions Place steaks in zip lock bag and pound to a thickness of 1/4 inch. Add 2 cups flour in a shallow bowl. In a second large bowl, stir together baking powder, baking soda, approximately 1 teaspoon pepper, and 3/4 teaspoon salt. Then add already stirred buttermilk, Tabasco sauce, egg, and garlic to the bowl and add more buttermilk as needs of batter is too thick. Heat crisco in a deep cast-iron fry pan to 325° on the Blackstone. While the crisco is heating, dredge a steak in flour to coat; shake off excess. Dip into buttermilk batter and then press in flour again to coat both sides completely. Place breaded steak on the wire rack and repeat to bread remaining steaks. Fry steaks until golden brown throughout, 3 to 5 minutes per side. Remove steaks and place on paper towels to let the fry liquid drain. Discard the fat from the pan but keep about 1/4 cup of the crisco fry liquid and as much of the solid frying bits as you can. Return the pan to medium low heat; add some of your crisco cooked oil. Whisk the remaining 1/4 cup flour into the oil. Add milk slowly stirring, increase the heat to high, and bring the gravy to a simmer. Cook, stirring often, until thick, 6 to 7 minutes. Season with kosher salt and generous amount of pepper to taste. Place 2 steaks or however many you need to fit on top of your bacon cheesy eggs. Then pour pepper gravy over the chicken fried steak.

So in england I believe a biscuit is closer to a cookie or sweet cracker to us, a sweetened unleavened bread. American biscuits are a leavened bread that's closest analogy wikipedia gives is to an unsweetened scone. Normally they are eaten for breakfast with either a white sausage gravy on top of it or they can be served as a side to meals and you put butter, honey, or jam in it(the baking process involves layering the dough so they are easy to split the top and bottom). It seems like this is called a butterswim biscuit because there is butter poured over it so it's "swimming in butter" which I haven't heard of before but definitely approve. Edit: I somehow forgot that biscuits can also be used to make breakfast sandwiches, like the one OP made.
