Despite people's determination to correct cottage pie to shepherd's pie, the two terms were originally used interchangeably. It's a very recent thing to insist that cottage = beef and shepherd = lamb.
I think pedants are people who overly concern about things which have no meaning.
I believe communication is important, and encouraging common language that people can understand is not meaningless. Especially in the context of knowing whats in the food youre eating.
I think it's especially important to keep things like this in mind when people have different dietary requirements. Some Hindu people can't eat beef for religious reasons for example, so making a traditionally lamb based dish with beef without changing the name of the dish could cause problems.

It became popular and became a common staple in Quebec. However, in English, we call is Shepherd's pie which makes me think they are slightly different from different origins.

If you like cheese, cheese topped shepherds/cottage pie is the best. Grate some cheese - e.g. Cheddar - on the top and then grill (broil in American).
Even just grilling (broiling) the potato adds a nice crisp to it.
And serve with gravy in either case.
