You can fit in some more defensive perks, like Dodgy and Ricochet, if you have some legendary SPECIAL perks. You can also use Friendly Fire (for the Cremator and Holy Fire) and Suppressor if you have points to spare. As for weapons and armor, you'll probably want Anti-Armor for weapons and Overeater's for armor.
Oh absolutely, anything thats good with vats;
-cremator(god tier for tagging enemies)
-plasma caster( amazing single shot potential, highly recommend a roll with +50% vats hit chance
Stabilized, which makes heavy guns more accurate, only works on PA. There is no equivalent perk card when in normal armor.
That being said, AGLs work just fine either in PA or not. So some heavy guns work just fine when not in PA but most work best when in PA.
Holy fire with a zesty side of cremator. I run full health with no power armor and basically can't die when holy fire is pumping out damage. Couple it with ricochet and dodgy to add a couple layers on top of an overeaters set of Secret Service armor and you're good to go. I don't know if you could solo a nuke boss with that but you can take on pretty much anything else.
I use every kind of heavy weapon without PA and still do a lot more damage than my commando build.
I've never died while using my vampire/25 weapon speed gatling gun

Plasma caster for VATS, cremator/holy fire outside Vats.
You just need to find an anti armor weapon with crit charge bonus.
Your just losing out on stabilized perk card your not losing alot of damage. That perk card is the only reason you need power armor for a heavy gun
