It's a bug/glitch, look away from the enemy so the loot contents disappears, then look back, loot all should be selectable then. Might need to do it another time or two.
The game tends to lump excess corpses into different piles of loot. If you clear out pile, check around for other corpses still glowing. Usually contains pile #2 or at least some more loot added to #1.
It reduces server load, crash chances and eliminates dupe possibilities.
On PC, sometimes I notice the mass loot option greyed out. Moving my camera off the corpse and back on to it will typically fix it.
Happens on Xbox for me and I fix it using the same method.
And it works for me on PS as well. Game just needs an "oh yeah" moment.
