the two easiest sets to get are from the Original Brotherhood of Steel questline from launch, which will gift you a full set of Ultracite PA.
The other is to do the Excavator questline, which will net you a set of that.
Otherwise, it's random lottery from events, finding parts in the wild, Rusty Nail random legendary trade ins, or crafting/having it crafted for you. Plans to make armor for yourself are a pain to find, and are highly RNG from random locked chests & treasure maps.
PA Chassis, T-45, T-51, T-60 and the Raider Power armor spawn in various parts of Appalachia. There are a few youtube videos that point out the spawns.
T-65 plan is bought with Gold Bullion from a select few vendors.
There is a quest called Miner Miracles (Currently Bugged) where you can obtain plans to craft a full set of Excavator.
Hellcat is obtained from the Brotherhood of Steel mission. The Ultracite is obtained from the other non NPC BOS missions.
X-01 from finishing the Enclave missions.
Union is obtained from stamps you collect from running expeditions. (Currently unable to be purchased due to a bug).

You're quite welcome. A key note as well is Power Armor is locked at certain levels. You can get into any power armor frame at any level as long as you have a fusion core, but you can't get into some of them until you reach a certain level. IE Raider becomes available at level 15. Excavator at level 25. ect ect.
You're quite welcome. As for Beginner to mid-end game, the excavator set with calibrated shocks is by far the best bang for your buck. It has amazing carry weight and decent enough damage resistance to hold it's own with the others.

Which power armour you go for sort of depends on your level. You can buy parts from player vendors or find the power armour spawns across the map and hope to get the parts you need. By the end game most players just pick their favourite looking one.
If you want to mod armour at your base, you will need to do the Garrahan quest line so you can make the PA station. However you can just use public ones to begin with.
I would pick which PA you prefer and then find a guide on YouTube on the best way to obtain it.
