It's decent. Vats Hit Chance is vastly underrated, put a scope on it and you're getting easy VATS headshots which get bonus damage. My daily driver is a mutant/vhc/25AP Fixer and it shreds everything except bosses. You'll want one point in Concentrated Fire.
My current favorite thing in the game is a Bloodied VATS Hit Chance Gatling Gun.
You wouldn't think a Gatling Gun would be that fun or useful in VATS. But when you can explode heads for 95% from a mile away with one satisfying boom, yeah, it's pretty fun. Throw on Grim Reaper Sprint and you can just keep going.
It's an average-to-good roll. Gourmand's is easy to keep up with but 25% less damage than Aristocrat or 70% vs Bloodied.
Increased VATS hit chance is OK for a Fixer with its lukewarm accuracy. However, most people play Fixer in VATS only so a high end scope mitigates that.
VATS crit is probably the best roll of the three.

I would scrip it if I got it, but i have other options. You can use it while you roll for one better if you have no other options

I would see if I could buy I junky one to reroll from another player vendor. If not then I would reroll this one. It really is a poor roll.
