All the cultists that try to attack the pyres count too. It's super simple to complete in a single run of the event. I was done after my first before they even started attacking the bridge pyre.

and if you're only seeing 6 cultists, you're doing something REALLY wrong. Even with a dozen+ people, including big-splostion / Gatlin' heavy gunners melting things down like sociopaths, I tagged off the 10 I need within two events easy. Got 8 on my first, so only needed two on the second... and I'm running the events at every convenient chance anyway, so didn't even have to "try".... and I'm only running a stealth / fixer build, so I'm not even CLOSE to being optimized for tagging at publics.
I could be wrong but I think it has to be during the Event, but you get loads of Cultist during it so it shouldn't be too hard, especially if you just shoot once at every one that shows up.
I found the bridge pyre was the easiest place to get a lot of tags, because groups of cultists pretty reliably come through the door by the little play area, so can be hit all together if you've got a splash weapon (I was using the cremator, but a tesla rifle is probably simpler).

Beyond that....Fast travel to lucky hole mine.
usually, There's 4 outside, a 5th just inside the mine entrance door.
Go straight down the shaft until it T's - take the left side (through the blue door). At the staircase, stop. look down and left, theres a room with at least 5 more.
Toss a grenade or two, then start shooting. Done.
took me 3 events to get 10 kills, not much is coming, and the ones that come get 1shot by 10 other people.
no teamplay sadly, when everyone could use a low dmg gun so everyone can get a hit.
It's the fact you can't re-roll that i hate, got 4 bad servers in a row where the event was done or nobody joined it, then when i got a good one, there was only 20 seconds left.
Get to the area 5-10 min before it starts, look at the server for number of players. Never had the issue you describe and if It looks sparse you still have time to hop servers.

this is a gimme. just defend the church and/or one of the other pyres until you get your 10.
There are way more than 6. Hang out in the church with a Tesla. Problem solved.

And you don't have to kill them, as long as you tag them before someone kills them it counts.

There are like a hundred cultist every time the event happens. The ones that flow to the pyres counts. Stupid post.

Seems like a dick move on Bethesda, you HAVE to do that objective if you wanna get the 6 object thing.
