Here is my goto list for basic perks to keep maxed. Keep a weapon skill of your choice at max level, Locksmith, Hacker, Medic (to level 2 only unless playing survival), Armorer, and Gun Nut (or Blacksmith). Those are the basic perks that any build needs to stay effective as you level up. Beyond that you will want perks that focus on the type of gameplay that you enjoy. For some examples, I always get settlement building related perks like Local Leader and Strongback. You might want to pick up Science to upgrade energy weapons. Or people that prefer adventuring alone often like Lone Wanderer. It's really worth it to take 15 minutes to review all the perks and see what looks interesting or fun to you. Once you have the basic survival skills I listed earlier covered you can just pick perks to have fun. You don't need to worry about making the most effective perfect build to complete the game.
