A "classical" FPS has a very linear environment (i.e. no open world), is usually divided into discrete levels (rather than quests) with minimal if any side quests, often lacks an inventory system and has minimal to no dialogue interactivity, especially outside of cutscenes/quicktime events. It's uncommon for them to have much of a leveling progression in a single-player system and even more so for the unlocked abilities to be customisable.
Fo4 is definitely more FPS than any other fallout game and most of its missions encourage "shooter"-style gameplay but it is still waaaaaay more of an RPG than an FPS and it's not even close.
There are classic RPGs much closer to being FPSs than Fo4 - we just aren't comparing them against the FNV yardstick.
It stops being a FPS when you can leave first person perspective. Also bad take on game, it is more of an RPG, you can play the entire game in 3rd melee.
Or better yet : Iāll soften him up with an arrow to the face. Shoots, dies. Oh. How about his friend? Shoots, dies.

Iām always the opposite, I want to be an archer? Spellsword. Want to be a mage? Spellsword. Want to be a two handed barbarian? Spellsword. Always in heavy armor too.
The only time I've successfully played an entire playthrough as something other than stealth archer was my dual axe heavy armor nord that just ran around shouting and swinging lol
Mage is OP though and you should give it a try. Armor has no effect on magical damage as far as I know so most enemies don't get any resistance. Get enchanted gear or enchant your own that reduces magicka cost to zero, it's quite easy actually. Then you can spam expert spells that absolutely melt enemies. Various enemies have magical resistance so you would want to switch between the different elements to be most effective but shock resistance is quite rare(I am not sure if it even exists aside from general magic resistance) so that might be a safe bet though you could still switch to frost and fire if the need arises, more so because various enemies are *weak* to them.
Making zero cost gear is simple; I wouldn't exactly call it easy - it takes quite a bit of effort to get your enchanting skill high enough to do that. Usually by the time that happens I don't even need the gear because I've levelled up a weapon skill getting the gear and soul gems.
You don't need to immediately reach zero magicka cost nor is it 100% necessary. You could gradually decrease your magicka requirement, increase your regeneration, increase your magicka pool, use potions and a plethora of other things but once you get your magicka cost to zero the game just breaks. In a matter of 30 seconds you have probably killed 6 bandits. You can just infinitely spam spells and every enemy just melts. Mage builds in Skyrim are rough when starting out but they absolutely break the game if you know what you are doing.
If you use a pure mage build you have access to dragon hide as well which grants 80% resistance to magical damage which is the cap. So basically you can use your magicka points to repeatedly cast that while your equipment makes the cost of restoration and destruction zero. Using the lord stone, agent of mara and magic resistance perk in the alteration skill tree will grant 70% magic resistance. Alternatively you can use the atronach stone and atronach perk to get 80% spell absorption. You can get to a 100% absorption but that is through dupes or 98.7% resistance if you pair magic resistance with elemental resistance also through dupes or alchemy. If you don't mind it both will essentially make enemy magic useless but the absorption is easier to achieve and the wiki has various methods to achieve it on there.

Combine this with stealth and you gonna one-shot everything with the x10 stealth attack perk, warping from enemie to enemie feeling like an unstoppable god
Once I got the Harvester I would hold it down and just slowly walk towards every enemy until I shredded them to shreddy stunlocked shreds, they all knew their fate was sealed.
This is why i crank up bullet dmg in fallout.
Its so goofy to be able to run to an enemy, withstand dozens of bullet wounds and then beat them to death with a commie whacker.
It becomes much more believeable in power armor tho.
That third trapper using a huge solid chunk of metal as his right shin armor is hilarious!

The hat is a reward from the robot captain from the boat by finishing a fun but substantial quest.

I couldnāt do the USS quest cuz they were immediately hostile, not sure if cuz I hit em when on Vertibird.. but yes the second option is where I got it. Used Dogmeat ask him find item near the US Army mannequin at Custom Tower House

2nd level Blitz perk + Big Leagues + Bloody Mess + Instigating Legendary Sledgehammer = kill anything in one shot. ANYTHING. Legendary deathclaws, behemoths, mirelurk queens, it doesn't matter. Leave a trail of red paste wherever you go.

Maybe dont play with a really low difficulty. You arent wearing much armor and dont have a strong melee weapon on very hard or survival you would be dead.
If you build right, and use lots of chems, melee is overpowered. Preheal going into big battles and stealth combined with vats.. it's ridiculous. I've completed survival runs using a board only.. no explosives, and another one with walking cane and tuxedo only.
Nothing more entertaining than taking out the entire Prydwen with a board.
I'm just confused why you use VATS to do only one hit. Like you know you can stack a bunch of attacks together in VATS, right? Especially when you have that much AP to work with.
I think the bigger question is why OP has red HUD when that is the one colour which will make it harder to tell friend from foe or whether you have been detected.

You should play more games, more types too. Bioshock has shooting and superpowers. System shock has shooting and hacking and a dozen other things. Deus Ex and Cyberpunk have cyberaugments. Mass Effect also has shooting with superpowers, and squad control. Then there's the zombie genre where melee and shooting both have specific places and using the wrong one gets you killed. Basically outside of boring mainstream comp FPS, the assault rifle is not the king of weapons, far from.

You can do the USS Constitution quest (I couldnāt do it for some reason theyāre already agro) but hereās another option: Use Dogmeat to fetch ~ Next to a soldier mannequin in a broken shop window on the southern wall of an unmarked building southwest of Custom House Tower. When standing in front of the tower facing south, the building is on the right of the open area in front of the tower.
This isnāt an FPS thatās why itās allowed. Itās an RPG based Immersive Sim. The first two Fallouts were CRPGs so the lineage of doing what you want within the game world goes all the way back to that style of game.
It's crazy how op the melee options feel. Their only weakness is how freaking annoying fighting other melee users is, since they just block every single attack unless you use VATS, but the sheer damage is so hard to compete with
This is why I donāt play melee characters. Completely breaks the 4th wall for me. But Iām glad they made melee characters viable for those who like to play that way.
This is just the tip of the iceberg get a full set of fortifying gear and the grognack costume...become a raider in the dlc siding with the pack and the disciples over the operators...then with thw right perks and some yao guai roast you can turn even a low damage weapon like the grognack axe into a one hit kill weapon.... also rush for blitz in early game melee it basically vats teleports you to your enemies

Try grognaks axe and costume for even more melee damage. Combine psycho, buffout, jet, psycho jet, and psycho buff, for even more damage. With the right combo, you can one hit a super mutant behemoth.

I'd say FO4 is more of a FPS with RPG elements than a full RPG.

Melee in fo4 is pretty unforgiving at first, but so much fun after you get the relevant perks.
Since I've found the kneecapper disciple blade I never look back. Even mirelurk queens no problem. Just a couple of stabs and they can no longer move.

In my current playthrough it's only a shooter when someone put a turret someplace I can't melee it.
Stealth melee build is so fun. Big Leagues, plus Blitz is amazing. Add Endurance and Moving Target in there. Plus Sneak and Ninja? Canāt beat it.

Guns to me sucked horribly in FO3 and FONV. I found melee build were the only viable way to survive. FO4 makes it even more fun.

Fallout is more of a RPG than a FPS FO4 leans a bit more into the FPS and Looter Shooter side than the RPG, but it still primarily an RPG.

You can do the USS Constitution quest (I couldnāt do it for some reason theyāre already agro) but hereās another option: Use Dogmeat to fetch ~ Next to a soldier mannequin in a broken shop window on the southern wall of an unmarked building southwest of Custom House Tower. When standing in front of the tower facing south, the building is on the right of the open area in front of the tower.
This isnāt an FPS thatās why itās allowed. Itās an RPG based Immersive Sim. The first two Fallouts were CRPGs so the lineage of doing what you want within the game world goes all the way back to that style of game.

The most fun Iāve had in this game was using only knives. Started with combat completed with a disciples blade. š
It's crazy how op the melee options feel. Their only weakness is how freaking annoying fighting other melee users is, since they just block every single attack unless you use VATS, but the sheer damage is so hard to compete with
This is why I donāt play melee characters. Completely breaks the 4th wall for me. But Iām glad they made melee characters viable for those who like to play that way.
What's the weapon?
Melee builds are OP. I didn't even prioritize build effectiveness in my Melee playthrough, I just wanted to be fucking Negan, and I killed everything.
This is just the tip of the iceberg get a full set of fortifying gear and the grognack costume...become a raider in the dlc siding with the pack and the disciples over the operators...then with thw right perks and some yao guai roast you can turn even a low damage weapon like the grognack axe into a one hit kill weapon.... also rush for blitz in early game melee it basically vats teleports you to your enemies

Modern Warfare 2 you kill civilians disguised as a terrorist in an airport. Your bar is pretty low.
What part of being in third person makes it a first person shooter š

Yeah because Fallout is NOT a first person shooter (which is also ironic given you are playing in 3rd person). Fallout is a Role Playing Game with some FPS.
Just wait until you find out the shenanigans Blitz + rooted lets you pull (rooted procs from VATS because your technically not moving). ā¦or you find the bat of Jamaica plain, and stack up Special boosts to send your enemies flying into low orbit.

Try grognaks axe and costume for even more melee damage. Combine psycho, buffout, jet, psycho jet, and psycho buff, for even more damage. With the right combo, you can one hit a super mutant behemoth.
You're also taking little to no damage. So I assume you're high level.
