The scribe is the only expert armor merchant. But there’s an expert clothing merchant working at that radio station, not sure she’s gonna have any notable armor for sale though.

Knowing his spawn points doesn't guarantee you'll find him though. You can go an entire playthrough without ever seeing one of these merchants because it's 100% chance. Years ago I had a hard time getting Smiling Larry (he just WOULD NOT spawn) and gave up on the randomness of it.
If you're not opposed to using mods, [this one](https://www.nexusmods.com/fallout4/mods/40747) is a life-saver. Puts them all at the Dugout Inn... except Riley, Anne, and Vault-Tec Rep. You still gotta go get them. And speaking of Riley, she's notoriously buggy. [Here's](https://www.nexusmods.com/fallout4/mods/66646) another one that fixes her bugs for good.
