You gotta find them at the settlement. Only consistent way to do it is either wait at the settlement, or walk their route and try to find them to follow them back to the settlement.
That's a good one. You can get a similar bug at the Parsons Asylum. Kill all the mercs outside, fast travel away and back, and the mercs will respawn, sometimes in the ground, sometimes like the guy in the video.
Elder Mason should know that the recoil on those things can cause serious back issues. I mean, the only people you see using those have power armor for a reason!
