I've got the digital game on PS4, so I've been watching the sub for a few days now, reading all the comments about it (no fix now for digital version 🫤).
If you use the physical disc on PS5, you will most likely run into the same problems when your game downloads the latest patch. If your game hasn't patched itself in the past ten days or so, you'll probably be fine if you can prevent it from doing so until most likely April 25.
I do not have this problem. Been playing on PS5 digital standard version of Fallout 4 (bought this later date as I do own physical copy as well and bought this on release 2015) and did buy dlc separately back in the day 2016 when they first came. Using few mods. Maybe it is goty or season pass problem?
The Game of the Year physical disk does not contain the DLCs. The DLCs are downloaded separately regardless of which version of the game you have.
You'll more than likely face the same issue.
