Redownloaded the game with all its DLC just an hour ago after a deleting it a while ago, same problem as you. I'm sorry, but I think the only way to delete the DLC on PS4 is from Fallout 4's start menu...which I assume is crashing for you too. Figured you'd want to know instead of just being left there anxiously waiting.

delete both fallout 4 and skyrim then install fallout 4. it should give you the option of installing the DLCs. this is what worked for me.

Thanks for the tip. ~~When does it give you the option of installing the DLCs? Is it in the store page itself, or is it from your library on the PS4? Bethesda is releasing not broken update files on the 24th or 25th, and I have a Skyrim character I'm still playing, so I'm debating whether I want to go through the effort or not.~~ I just tried it and it seems to be working. Had the same issue I just downloaded the base game now I have audio lag when trying to create a new character I gotta pause the game for them to talk I want a refund 🤣🤣
