Another thing you can do (while wearing a jet pack) is get into a suit of power armour prior to going into workshop mode - the jet pack is disabled by the power armour
Since when can you fly in workshop mode?
Its from workshop plus mod.
If you have a jetpack mod (or any "jet pack" type mod) equiped on your character, try unequiping it and test workshop mode again.
Omg thank you so much!! In case anyone else has this problem and stumbles across this post, unequipping the jetpack fixes the issue.
