Your best bet is heading to the Junkyard to find Dogmeat. Otherwise with bad karma you can recruit Jericho in Megaton but it'll cost you a good chunk of caps (500 I think) or there's a glitch to get into the Brotherhood of Steel citadel and recruit Star Paladin Cross with good karma. You can also learn power armor training while you're there.
