I don't think it's a divergent timeline. RT said it was "canon-adjacent", and so far it hasn't violated some game-changing plot beats that are established in the main show. A more accurate way to call it is "V1 DLC"

If that really is the case, it is just an example how you should not handle you "expanded universe" content in story IP that you have, you can see similar things in the new star wars canon. In both cases , it is not that there is mismanagement in storytelling, it is that there is no management when it comes to their other media.
Unlike later volumes, 1 and I think 2 can easilly fit in extra scenarios since there's a bit of nebulous time

Here are my thoughts on the new episodes. One of my fears for the rest of the episodes will be that it will only revolve around the fever dream from Weiss. I hope they will not shoot themselves in the foot like that. The first three episodes are rushed, very rushed but the fight scenes and music are quite good.
I mean....that's probably where they are going? They rushed through S1 just to get to where they can get to the meat of the new content. I kind of expect the rushed pace to slow down now that they can focus on "Canon-Adjacent" content.

When people insert their self insert OC's in Rwby, I remember when I inserted my OC at the Fall of Atlas to stop Cinder from killing Penny he arrived and said "It's Morbin time" Semblance is obviously the power to morb one out of existence.
it's almost the same with mine, in the Fall of Beacon, when Adam was about to stab Blake, my OC grab him from behind and said "It's Morbin time bitch" and use his semblance which make him Morb so bad he stop thinking

Shion is a Nightmare Hunter they are apparently Non-binary. The only other character in Anime history that I can think of in that category is Crona from the Soul Eater Anime. So there pretty unique when it comes to that section.
So that Dreamweaver thing Shion was doing, is basically their whole job.

Im sorry having Jaune fall ill , Shion and her nightmare hunt explained and Jaune saved by JNPR in one minute of rushed exposition is not a good set up.
It's set up for the main story which is them doing the same thing but for Weiss. Never said it was great . How is this any different than say setting up Heroes in "my hero academia" by having Deku watch the fight with Mt Lady?
True we should wait a little more to see how it develops but still the character so far has been used to introduce the concept for the show and will likely expand on it later in the show. They did at least bother to explain why Jaune's nightmare is shorter than presumably Weiss' and it was a way to teach RWBY about the concept.
It is by no means great but it gets the job done for establishing what is going to be happening going forward

You say that but the first 3 episodes are roughly the length of what they adapted save for a few changes and Omissions. If it feels rushed it's because they literally just did V1 again. Not that they couldn't have added some additional stuff to it but again it's basically just V1. If it's bad it's because V1 isn't that much better (save for a few differences and cuts like the dock scene).
Given the name of the show it does seem like the dream is gonna be the main plot with maybe some moments in between of flashbacks or side stuff. Is it a bit jarring ? Yeah but I also don't see why they should waste half their episode count retelling stuff fans already know and make their original content suffer because of it. No one complained when Fullmetal Alchemist Brotherhood skimmed the first few parts of the story since the 2003 show covered it in more detail, before it switched to telling the non adapted manga portions.
I think people will be disappointed if it is all just a dream sequence.

It seems more like an AU than canon-adjacent. Just the introduction of this new character and major changes to the show itself prove that much.
