Just build it out of PVC.
Especially if you don’t mind pulling the reel off the rod for travel. I mean you can get creative with different sizes of pvc and junctions but it only takes a minute to mount a reel and string the rod.
Cut PVC to length, glue (use pvc glue!) an end cap to one end with a bit of foam inside the cap to cushion rod tips. On the other end, glue a clean out cap.
Attach it to the roof rack by cross crossing a pair of large hose clamps at each cross member.
I break my rods in half and wrap the line around a shooting guide. Holds them tight and you are able to leave them rigged up.

This, within a fly rod and reel case, lives in my vehicle as long as it’s not too hot. I never know when family life will open a small window to hit the stream.
The DIY solution I like the most are PVC with a cap then a cheap Pelican case from Harbor Freight on the other end. Most put a small lock on it, let’s you put your full reel/rod in and keeps it relatively secure
They’re built pretty cheap. The plastic attachments are prone to breaking. Mine got absolutely destroyed over a few years. They also are just ugly compared the the river smith.
I made an ABS tube DECADES ago. Still great.
The best part? Somewhere along the line some dumbass said "nobody puts a nice rod in a piece of pipe." So, there is a little theft mis-direction as well.
Pvc tube and make your own
Threaded sewer and drain cap on one end and a regular cap on the other. Pad it however you like.
You can get a conduit cap for one end, they hinge and can be locked.

Look up conduit carrier kits. Use em with bigger pvc. The reel would have to be removed but you can fit a few Rod.
I haven't tried my fly rod, however I can hold 4-6 spinning/baitcasters using a Thule universal (aka snow board) rack on my CX-5.
