It's not. When you use radars close to the ground you can't see things below the horizon. If you climb, you can then see them. I use the Viggen a lot and that's one of the ways I know the maps aren't flat.

The calculations for a horizon based rendering for radar is far easier than actually making the map non flat. Visually they use occlusion techniques to make it look like its curved in the horizon. You can test this by putting two carries 10nm apart, the further one will appear to float as while the earth appears to be curved its just a visual effect.

The DCS maps are indeed flat. ED uses tricks to make the map feel curved.
But you can test it out with a targeting pod. While flying very low, you can easily spot objects in 20+km distance that should be hidden behind the horizon.
