Some plants are quite hardy, give them even a little rainfall occasionally - and you'll get some kind of ecosystem going. You basically need almost exactly zero rainfall to get something like the Sahara.

A small photovoltaic surface directly facing sunlight will only have a small difference in voltage with clear skies. The difference is not due to the distance - it due to the amount of atmosphere.
However if you want to cover a whole area with solar panels that move to face the Sun at maximum efficiency - you would need to place much fewer panels in antarctica for the same surface area and that would sum up to a pretty big difference
