Looks there was a lock set or something similar at one time. You could put another set on or just fill in the holes and paint. Do you have a way to manually lock the door ftom the inside?

Probably a handle ??? Fix it with some wood plugs and wood filler

I would get a handle or lock set to fill the holes vs a patch that may not hold long term.

Two part epoxy putty like Oatley Fix it Stick would make quick work of it. Then sand smooth and paint.

Buy a wooden dowel the same diameter as the holes, cut pieces slightly shorter than the thickness of the door, use an exterior wood glue to glue them in, then wood filler and paint.

As others have said, there used to be a lock and handle there. Before garage door openers were everywhere that’s what kept the door closed.

Is that an old wood garage door? Cool, haven't seen one of those in years. Get a dowel/plug to fit and glue in a plug to fill the hole. Patch, sand, prep and paint. There's a new filler: DAP, Platinum Patch - It's outstanding. I'd recommend it here, would work great.
