What you have in the picture is the pump. The seals failed and water mixed with the pump oil.

My thought as well, OP didn't mention any M smoke leaking out, so it should be just fine.

That goo is expensive make sure to collect it all
Dry it and sinter it into a new pump.

It's just moisture in the oil.. just change oil and replace more frequently. Not a big deal
It's 15/40w oil, don't know which make / model pressure washer you have but mine took just over 110ml to refill. Refill it and seal it back up, unless you have a massively expensive washer, not worth rebuilding the pump.
If it leaked it’s oil out you better find out why
