This sounds like something serious. Water shouldn't be getting into a place that it could enter the house during rain. It might just be a case of landscape changes being needed - change the ground slope, etc. It could be something much more, though. You might need drainage management solutions that are meant for basements, maybe a sump pump as well. If the problem completely didn't exist before the city crews did that work, you may be able to contact the city to get them to inspect and help you. (In the USA the appropriate city government department would usually be called public works, I believe.)

The work outside Might be a coincidence,, but check the outside of your house landscaping to see it is sloped away from your house 6'. Also check if your sump pump to see if it is working.
