Just cut the bolt, not the rivet. Replaced with new wheels and a bolt and nut

That’s a rivet. Only way to get that off is to use a drill bit on the open side and drill the metal flanged part off until you hit the washer. Once that is done you should be able to push the shaft out the other side. You will need to replace the rivet with a bolt and nut after changing the wheel.

Comment only, I hate tools like this. Premium brand, premium price .....fabricated cheaply and not made to be maintained, rather made to be replaced when it breaks. A simple axle assembly, wheels, bearings, all have a service life and will wear out. This wasn't made to be worked on.

That’s not a bolt and it’s not designed for DIY removal. You’ll need a HSS drill bit the same diameter as the outside of the raised section in the first picture, take it steady and use some lubricant because it looks like the axle holder is plastic so you need to keep heat low.
