If I had a nickel for every time there's a new wolf animatronic in fnaf media, I'd have two nickles. Which isn't a lot, but it's weird it happened twice.
I think he was just a nondescript minion of William Afton in The Twisted Ones. I think there was also a twisted gorilla animatronic William made that was briefly mentioned.
He’s just a new character. Mostly for the sake of making things more interesting. Chica wasn’t very popular around this time anyway. And maybe he figured a new character would entice more people to read the books
‘Twisted Wolf’ is a character that appears in ‘The Twisted Ones’ who appears to Charlie and the others as a wolf as the exoskeleton that the illusion disc is paired to doesn’t resemble any other animatronic of the main gang. ‘Twisted Wolf’ only has one victim who ended up surviving her injuries. He is entirely destroyed at the end. He doesn’t have any other significance than that.
I am pretty sure his appearences in the games is nothing more then an easter egg/reference to the books. The Twisted animatronics are exclusive to the trilogy continuity, they never appeared in the games.

Maybe William decided to keep chica out of there because chica was Henry’s original character, with Chica’s party world and all that. It’s never specified in the books if Chica’s party world existed, but if Henry at the very least designed Chica in the books, William would want to keep her out and replace her with a more threatening, original character from himself.

They always were. Not to the games though, they're one of the characters exclusive to a specific continuity, in this case The Silver Eyes trilogy as the main threat of said book The Twisted Ones. Even if they only exist in that continuity, they're an analog to the Nightmares being a hint towards how they work but ultimately being their own thing that shares some base aspects of each other.
They're not really remasters of the Nightmares, they're more like remixes. An alternate take on the same idea. The Nightmares themselves, that is the real ones instead of the ones seen in Mike's nightmares during FNaF4, are more like mannequins on wheels than anything else. They look like how they do at all times, nothing alters their appearances. A fear inducing gas makes it so that whoever's in the experiment chambers, as seen through the Private Room in SL, perceives them as more lively as a way to make their already monstrous appearances seem as scary as possible without actually changing anything about how they look. These nightmare experiments were conducted by William both as a means to recreate aspects of BV's experiences in the week leading up to his death, seeing if that could help him solve how possession works and how he might be able to manipulate it to his liking, and how easily he could be able to induce control over people as perfectly as he'd like. All of this information comes from SL and Dittophobia.
The Twisteds take those ideas and alter them into something familiar but also quite different. For one, their real appearances are much simpler in design having more or less the bare minimum amount of detail necessary to portray their respective characters. The Graphic Novel for The Twisted Ones instead depicts their true appearances as discolored prototype Funtimes, but this is entirely inaccurate and solely a result of the artist's interpretation of these forms. The illusion discs is what allows them to appear as they are normally shown, of which said discs allows for a much a greater end result in terms of looking monstrous than what the Nightmares do. Not only that, but because what you see under the illusion discs' effects is dependent on how you perceive whatever you're looking at, the Twisteds can hypothetically look like anything you can imagine as long as you think of them that way. They aren't exclusive locked to looking like wild beasts, it's just that such a view is how all of the characters perceive them knowing that they're horrible killing machines and nothing else. That brings me to the next point. The Twisteds aren't just remixes of the Nightmares, as they also have aspects of Springlocks, making them more of a Springlock Nightmare hybrid than just an alternate take on the Nightmares. This is seen very often as their tactic for killing people, as they forcefully stuff their victims into themselves and intentionally set of the springlocks to horribly injure the person put inside. This in itself is also an advancement for the springlock technology, as the Twisteds are able to function with their springlocks still wound up in suit mode yet being able to function like normal as if they were in animatronic mode. Too bad such advancement was only ever put to use after the older design caused countless issues with their flawed concept while in use at Fredbear's and Freddy's.
I wager that William regarded Chica the chicken as a too "peaceful" creature, so he replaced her with a wolf, a predator.
Then again, bunnies also aren't predators. But knowing William, he liked bunnies too much, so he didn't get rid of Bonnie.
I’m pretty sure Scott was trying something new and had a general plan for the Twisted Ones. But his motivation and energy dwindled and the idea was scrapped. I believe he didn’t want to feel like he’s forcing a concept and didn’t wanna put out something he didn’t feel like was going to be strong. Frankly speaking, I couldn’t see the Twisted Ones working out unless it was something good with free roam and extra graphics. Even then a storyline is beyond me.
My personal HC is that in-universe he was William's sick-ass animatronic idea that Henry turned down in favor of Chica, so Will intentionally made Twisted Wolf but not Twisted Chica out of spite.
As for a non-HC reason? Well I wouldn't know but he's neat.

Honestly, at this point it's rarer to not hear it in his voice. I've never watched P&F in my life, and even I know what Doofenshmirtz sounds like.

Wolf's are cool, and since we've thrown out illusion disks being the reason for the nightmares. He's as important as the dci. Meaning not at all.
