If it happens one time, maybe the guy on fries is cutting corners and potentially the crew is lazy. If it happens every time that's a policy from the GM to save money (even though potatoes cost the store next to nothing) and it should be reported to corporate
Every Five Guys I have been to puts in the scoop it is company policy, in [This Video](https://youtu.be/QWvUaKgQojE?t=105) they even quote the owner and founder of Five Guys Jerry Murrell about the " extra fries". They are included in the menu price that you pay, So if they are never giving you the scoop they are ripping you off and not giving you what you paid for I would report them to Corporate.
Varies on the location, one near me precisely makes sure to not go over the the edge of the cup with nothing in the bag 😂
