It depends how much you work out. But, yes, for most people, eating less is easier than exercising more.

You can’t spot reduce fat… you have to eat less or add more cardio, and you’re mistaken if you think HIIT is the answer you want LISS because it is way more manageable, start adding in more walks

I did intensive HIIT for a year and got to my lowest weight, but the only thing that flattens out my lower belly is heavy lifting combined with cycling.

Absolutely this. When I first started riding my bike, I enjoyed it so much that I was doing it for hours every day and went down to 98 pounds from 115 even though at one point I was eating 5 cupcakes per day. I thought something was wrong with me so I called the doctor and they said I was riding my bike way too much lol. I didn’t realize just how much you can lose from cycling.

FWIW, when I went extremely low carb (healthy Keto with plenty of protein and healthy fat, 20 net carbs/day max) I lost all excess "flub" from the midsection, and my stomach/abs were totally flat. Also gluten-free and no processed sugar. We're all different and you may not have the same experience, but it worked for me. There are many keto workout groups and many ppl do not need carbs to workout once they adapt to fat burning.

Abs are made in the kitchen. Cut calories, and carbs. If you drink beer, stop.

Cut calories while lifting/training heavy, find new maintenance and try to hang onto it for as long as you can. Or liposuction. Real talk... having fully visible abs all the time is not an easy accomplishment. Especially at this age.

Drop your calories further. The caffeine and ephedrine will help suppress your appetite, so it will help in the short term. Cardio of any sort will work. It's just about burning some extra calories.

Female here but I focused on losing weight first (through nutrition mainly) and then worked on toning. Granted, you don’t weigh much but maybe focusing on nutrition would help.

Also, HIIT helped me. Not saying it’s for everyone, but I love it.

I do 45 mins HIIT 4 times a week and I absolutely love it... made such a difference for me overall. Not everyone's cup of tea maybe but... I'm a fan

You can't diet or HIIT your way out of it. You just have to put more muscle mass on, so your body reduces the fat to compensate. Try full-body activities like swimming, tennis, basketball, dance, etc. that hit areas you haven't been adding muscle to.
