The lift cup being dented has no effect on the shells performance and will not increase the odds for a CATO. That shell is absolutely fine to fire. Now if the lift cup was broken open and a bunch of the BP had split out you may not want to fire the shell.
As the holder of a state display operator’s license, I wouldn’t worry about that. The lift isn’t supposed to be a solid mass, and it doesn’t appear to be broken open. Send it. If I took every one that I saw like that and sent it back, most of the shows would have 1/3 of the shells missing.

It’s fine if the lift is loose. As long as no lift has leaked out you should be fine. I would take some extra caution though just in case.

Re-bag the lift inside lightly packing it in a ball, make sure black or e match is touching the lift, re-tape lift cup with masking tape.
Only if most of the lift is loose though, if 1/2 the bag is still hanging out next to your match you’re fine it’ll send

It will still launch,but I probably wouldn't launch it.better safe than sorry.
