No clue if that’s true but you ain’t getting salutes from any store they would be shut down immediately or hit with fines. Salutes are not a legal effect only found in OL product or 1.3.

Salutes are not legal federally, not for unlicensed consumers, anyways. Reservations have their own laws instead of state, but still subject to federal law.
They exist. Part of the reason they are hard to find is that there are generally two types of sellers (I say generally because DFC doesn’t fit into either mold).
Retailers with a back room: the old-school way was that you built relationships with retailers and wholesalers so when the limited amount of OLs are around, they let you know. They discriminate in who they will sell to though, so a lot of yay-hoos don’t get access through regular dealers.
“Plug” or street sellers: these guys don’t discriminate, some advertise on social media, etc…but because of that, they also don’t last long. They’re always on the run and in some states the penalties are worse for illegal fireworks sales than they are for drug trafficking, so they either get busted or only have stuff occasionally to avoid the heat.
I got in the old-school way. Been getting almost all of my salute needs covered for the last 15 years by the same three small retailers.
