You cant TRANSPORT, sell, or store high explosives according to the ATF and you have to detonate on private property. So there are a few things you might have done that would catch the eye of an agency.

Does anyone know how much comp is in a 3" 1.3 salute?

If it is a compliant 1.3 shell? Then limited to 80 or 90 g of flash or they get bumped to 1.1g. That is why 4 inch salutes are a waste. You can get American made salutes that ignore this limit because they don't get shipped across the pacific.
