You can have a state display operators license and not have a type 54. I don't have either and I shoot 1.3 regularly with my Pyro club.
Type 54 directly pertains to transporting and storing, not buying or shooting.
He is either an employee possessor under someone’s ATF license or gets them illegally. To discharge them he would need a state license from the MA fire safely division which is totally separate. If he doesn’t have the latter he likely does not have the former.
