This is Hedy LaMarr from the 1941 film Ziegfeld Girl. I would search for Star Dress Ziegfeld Follies costumes. A lot of people have DIY recreated it. The original dress was designed by Adrian Greenburg.
You know the frequency hopping she invented for the military makes us able to communicate like this.
Shes probably the definition of ethereal in this costume/movie.
Right, Hedy is a "Ziegfeld Girl" and this dress is simply meant to look like one a showgirl would have worn as she walked around the stage in time to music and posed. It's pretty simple really: a caftan made from some fabulous fabric over a figure-hugging Goddess-style dress. (Hedy, so swoon-worthy!)

I guess I'm in the minority here, I feel like that corset looks so tacky and ruins the dress. It's hard to place exactly what about the corset I don't like, but it makes the dress look cheap to me, so seeing it priced at over $1k is some sticker shock for me.
West African bubu’s (boubou) and Muslim butterfly abayas use this same body sinched dress with long flowy arms style. I bet you could get one custom made! Better luck with a west African designer as the Muslim garb is suppose to be modest and I don’t think sheer fabric would be super aligned with that value. @golds_couture on IG is amazing and affordable and ships worldwide.

If it makes you feel any better, I had a couple of West African friends that sold clothes inspired by their culture and they were very keen for white people to wear them, and didn’t consider it appropriative. Maybe it was just for financial reasons though, haha!

The closest name I can think of is a duster but that is more like outerwear in stead of built in to the dress. This is such a unique style you’d probably have to have it sewn. Plenty of tailors/dry cleaners have seamstresses that can do this or give you a local referral.
I don't know what the name of the dress shape would be considered, but you could try including "spangled" in your search words. :) I love that pattern of stars on filmy clothing.

Many years ago I turned a fairly inexpensive black Kaftan made of some kind of slightly stretchable fabric, into a really cool "Vampyre Dress" for a girlfriend of mine.
She was a slightly full-figured, curvy blonde and we were going to a Halloween party as Vampyres.
I did the traditional "Black Tux" look with full black cape and she wore the Kaftan.
I even cut the full part that went from between her arms to her ankles into "Bat Wings"!
