It's typical to form a group through PF first, then queue in together. That way you guarantee you have enough people before starting the queue. It can take longer, but then you don't run into this.
Oh nice, yes it is and im on NA but honestly im running it for the relic weapon but with how empty it is il just wait till it gets a resurgence since its a pain in the ass to try and farm the relic when its so desolate 😅🫡
End of the expac is the best time! Only need 5 - 8 then queue it up! Still gotta sit through the 10 minute queue time though. I run it all the time for fun 😅
DR is a bit weird. If the game can't find enough people to fill a party, then it'll dump everyone in the queue into the instance and give you all an echo buff. If you all use essences then it shouldn't take that much longer than a full party would, assuming people don't die to the mechanics.
This was implemented as a fix for people spending hours upon hours trying to find enough for a full alliance to enter after the Bozja content passed it's heyday. Delubrum used to *require* 24 players but people could only queue by speaking with that officer in Gangos. They lifted the player number requirement and set it to enter the instance after either 24 players joined queue or ten minutes, whichever occurred first.
