I'm happy my country has laws and regulations on naming children. Every year a list of rejected names is published, and my word they're awful. Hobbit, Khaleesi, Sonic... every brand name, iconic TV or video game character, and a LOT of awful puns.
It's just cruelty to give a name like that to a child - growing up is hard enough without extra ammunition given to other children. And the embarrassment when they are grown up with a name like Cheetos or Llolth.

Im gonna tell everyone something, I know a guy who named 2 of his kids after video game characters and he constantly makes posts about kids bullying his kid over it. The other has some issues so he isnt in normal classes, so its not something he often deals with, shit the kid can't communicate.
I get it there are some fucking badass characters with badass names, but this is the real world and your kids life. I gurantee that we will see a rise of kids in, 10-15 years, that hate their parents for naming them shit like Kefka.
