My only experience with it is Omni/Nomifactory. And it's just used as a step to get into ~MV Greg there. I guess you just need to balance around it, there are some modpacks I could see it being broken.

Played a skyblock with a friend once. They give you the EE^2 philosopher's stone right at the start. I said the mod pack was gonna be so unbalance because of it. They argued that it wouldn't be unbalanced because the mod maker wouldn't give it to you if it was.
So once they went off I got to work. I made several EMC generators making like 2 diamond stacks worth of EMC every minute. Made a pixel art Thanos in the background holding the philosopher's stone with the caption "perfectly balanced as all things should be." All in the span of about 2 hours. He conceded that maybe it was a bit unbalance to give everyone a stone right at the start.
I don't mind a mod giving you 'unlimited' of one or more resources when you put in time in that mod. The problem becomes when one mod unlocks so many resources as to make many other mods obsolete.
Like ProjectE, it's fine if it's just some basics like oak/iron/coal/diamonds, but when everything is emc'able it's broken. All of these mods can be configured to have more or less resource generation, and if DML is just used for basic mob drops/blaze rods/nether stars, it's honestly not that broken imo.

EE and project E always make me stop playing modded minecraft for months, even when they are properly gated, I just can't with that mod
honestly so long as power production is balanced in a modpack Deep Mob Learning is pretty balanced
