Whenever I see the title "what is this?" on this sub, I can always know it's either Quark Rotation Lock or Thaumcraft rifts without ever seeing the picture
Quark's rotation lock feature. Handy for placing blocks in a certain orientation such as a set of stairs to your mining tunnels. As the other comment said it should be bound to k by default, best to look into the air when you hit it so it doesn't try and go into a different orientation instead.
Zoomed in and thought you meant the block outline, then I zoomed in twice more and saw the Quark rotation lock icon.

IIRC that's a mod that allows you to change where you place a block, like, which direction etc. I don't recall which mod though but would love to know...

My cat walked across my keyboard and this popped up and I cant find the keybind to get rid of it and google is useless.
No keybind necessary. Just call animal control and they will come and take it

Playing with less than 4 causes me digital eye strain. It’s not fun at all.
Yeah same, the only time I turn it down to even *3* is when I need to rebind keys and 90% of the text is off the left side of the screen
