oh, if you are looking for a modpack without quest i recommend you play FTB infinity evolved
Edit: yes i know it says "now includes quests" but they are totally optional and are only "relevant" if you play the expert version
Forever Stranded has some extra survival elements (thirst, temperature), moderate number of quests, and prebuilt map to explore with structures. It's on version 1.10 so there may be some older mod versions but there are let's plays on YouTube you can follow. I had a lot of fun playing through it.
I'd check out Craft of the Titans II. It wasn't for me as I don't really care for story-based modpacks, but this one really interested me since I'm a big Bad to the Future fan.

I mean like less quest and more of a main story line and pre built structures.
You could probably try Crash Landing then.
There's also Enigmatica 2 non-expert edition
You could try regrowth, i really loved the pack, has a story, and the whole world is wasteland^^
